JOB SUMMARY

Our client is seeking a seasoned Human Resource Manager (HRM) to lead and manage the HR function in a Hospital in Embu. The ideal candidate will be responsible for all HR operations including recruitment, employee relations, policy enforcement, performance management, training and development, and ensuring full compliance with Kenyan labor laws and healthcare regulations.

 

DUTIES AND RESPONSIBILITIES

Human Resource Strategy & Organizational Development

  • Develop, implement, and continuously review the hospital’s HR policies and procedures in alignment with organizational goals and healthcare regulations.
  • Advise management on workforce planning and organizational design to ensure optimal staffing across departments.
  • Drive initiatives that promote a high-performance culture, staff engagement, and organizational growth.

Recruitment, Selection, and Onboarding

  • Manage the full recruitment cycle: job analysis, advertising, shortlisting, interviewing, and hiring of qualified personnel.
  • Ensure timely recruitment of clinical and non-clinical staff in line with hospital service delivery needs.
  • Lead a structured onboarding and orientation program to ensure new hires integrate seamlessly and understand their roles, hospital policies, and expectations.

Employee Relations and Conflict Management

  • Act as the primary contact for all HR-related concerns, providing guidance on employee rights, responsibilities, and workplace behavior.
  • Proactively identify and address employee grievances, conflicts, or disciplinary issues in a timely and lawful manner.
  • Build trust and foster a professional, inclusive, and respectful work environment across all cadres of staff.

 

Performance Management

  • Oversee implementation of the hospital’s performance management system (PMS), including development of KPIs, mid-year and annual appraisals.
  • Train and support department heads in conducting effective staff evaluations and performance conversations.
  • Recommend and follow up on performance improvement plans (PIPs), promotions, or disciplinary actions as necessary.

Training and Staff Development

  • Conduct regular training needs assessments and recommend appropriate training programs or workshops to address skill gaps.
  • Coordinate Continuous Medical Education (CME) sessions for clinical staff and development opportunities for non-clinical teams.
  • Maintain accurate training records and evaluate post-training effectiveness to ensure ROI.

Compensation, Benefits & Welfare

  • Work closely with Finance/Accounts to ensure accurate and timely processing of salaries, statutory deductions, and benefits.
  • Manage employee benefits such as medical cover, leave management, staff welfare initiatives, and recognition programs.
  • Benchmark salaries and benefits periodically to ensure the hospital remains competitive and compliant with market standards.

Compliance & Legal Affairs

  • Ensure full compliance with the Kenya Employment Act, Occupational Safety and Health Act, Labor Relations Act, and any relevant healthcare labor laws or accreditation standards.
  • Prepare for audits by maintaining up-to-date employee files, contracts, and statutory documents (NSSF, NHIF, PAYE, etc.).
  • Serve as the HR liaison with regulatory bodies such as NHIF, NITA, NEMA, and the Ministry of Health for HR-related matters.

HR Administration & Reporting

  • Maintain a comprehensive HR information system (digital or manual) that tracks employee records, leave balances, contracts, and disciplinary actions.
  • Prepare monthly, quarterly, and annual HR reports for senior management, including staffing status, attrition, training, and compliance.
  • Manage and monitor staff contracts, probation periods, confirmations, renewals, and exits.

Workplace Health, Safety & Wellness

  • Collaborate with the Safety Committee to promote a healthy and safe work environment for all staff.
  • Lead employee wellness initiatives, stress management sessions, and provide psychosocial support referrals where needed.
  • Ensure staff vaccination and occupational health requirements are up to date, especially for clinical teams.

Leadership and Staff Engagement

  • Act as a role model in upholding hospital values and ethical conduct.
  • Provide HR support and coaching to line managers and department heads on leadership, communication, and team dynamics.
  • Organize regular staff meetings, feedback sessions, and employee engagement forums to promote transparency and a culture of open communication.

KEY REQUIREMENT SKILLS AND QUALIFICATION

  • Degree in HR Management
  • 3 plus years experience as a HRM/O in a healthcare set up
  • A strong understanding of human resource principles, labor laws, and best practices
  • The ability to lead teams, manage projects, and oversee various HR functions effectively
  • Excellent communication skills to interact with staff, management, and external stakeholders
  • The capacity to resolve conflicts, address employee issues, and find solutions to HR-related challenges
  • Strong organizational skills to manage documentation, office operations, and various HR programs
